The world economic forum headquartered in Geneva published The report of global competition power 2006-2007. It reveals that China has ranked from No.48 last year to No.54 this year. Xinhua News Agency has an article says the corruption caused the China global competition power declined.

Hu Jintao became the CCP general secretary in 2002, president of the state in 2003, CCP military committee chairman in 2004 and state military committee chairman in 2005. At the time Hu Jintao centralized the party, government and military leadership power in one person, the China global competition power continuously declined. In these years, China global competition power rankings are: No.39, No.44, No.46, No. 49 and now is No.58.

If we accept Xinhua News Agency article's view, from the declines we may ask if it is true that since Hu Jintao's "new government" came to power, corruptions became more and more serious year after year?

If Hu Jintao agrees to that the corruptions became more and more serious year after year since his "new government", then Hu Jintao must not blame the corruption to his predecessors Jiang Zemin and Deng Xiaoping. This means Hu Jintao's "new government" not only failed to enhance the governance ability, but also lack of abilities in the key aspects.

In fact, I believe both reasons stated above have caused the declines of China global competition power. At one hand, Hu Jintao is carrying on centralization of power in both the political and economic fields, the so called "to enhance the party leadership". It caused its policies seriously departed from the needs of local economic development. At the other hand, Hu Jintao seems like to use more government power to control the markets. This caused the free competition laws not working properly in the markets. The government power intervention in the markets disrupted development, and more and bigger government power also caused more and severer corruptions.

In fact, it was wrong at the beginning when Hu Jintao promoted "human centering". "Human centering" revealed that Hu Jintao believes the power of human beings, his power and his government power. If we don't say "God certering", at lease we must say "nature centering" or "science centering".
