Quan Feng: Chinese Government should Remain Neutral in Market Competition

Chinese leader Hu Jintao and his fellow Committee Members want people to believe that the Central Government's "macro-control" and adjustment on housing price and income distribution will solve the "special interest groups" problem. If Hu wants people to believe this, he should first prove that his Central Government is fair and protects the interests of the people, this is the presumption.

Two issues are interesting to talk about: Firstly, this assumption is true by itself; secondly, even if this assumption is true, how many Chinese people could believe it.

About the first question, let's assume Hu Jintao's Central Government is just and protects the interests of the people, which is possible in theory. Theoretically, it can either be true or not true. We cannot rule out any possibilities.

However, in practice, some people recognize it and some people don't. Those who don't recognize it certainly don't believe that any policies based on that will help solve any problem. Interesting thing is, whether people who do recognize it believe the Government's "macro-control" and adjustment could solve social problems caused by "special interest groups".

Communist Party of China is a political party with more than 70 million members. It is the ruling Party of 1.3 billion people in China. Assume Hu Jintao's Central Government does protect the people's interest, but how about each individual 70 million Party members? How to guarantee they all have the same wish as Hu Jintao? Nowadays, every "special interest groups" that harm the people's benefit and cause social problems are formed by Communist Party members and government officials, especially higher level officials. How could people believe the power of Party members or government officials will finally eliminate the groups, not creating some new "special interest groups" after them?

Therefore, even if some people believe that the central government of Hu Jintao and Central Committee Members aim to establish social justice and protect the people's interests, the government cannot make it happen with their policies. If Hu Jintao does not want to create new "special interest groups" to take the place of the old ones, he should not try to solve the problem with the government's power. Instead, government should encourage competition among commercial groups, and protect free market competition through fair and just legislation and independent legal system. Government should remain neutral in market competition.
