China has voting procedures too. Voting should be part of the democracy procedure, but in China, the voting procedure comes without "campaigning". Firstly, voters often have little knowledge about the candidates. Secondly, sometimes, there is only one candidate. The candidate will take the position no matter you vote him or not, so there's basically no meaning to vote. After the founding of People's Republic of China, when Liu, Shaoqi and Mao, Zedong became Chairman of China, there was only one candidate each time. Meanwhile, it was said to be "the people's wish". At that time, maybe the people did not object it, because the people's awareness of democratic politics is not advanced. While the people had no way to "express" themselves, the leaders thus "represent" them to speak.
If there's no campaign, there's no real democracy. Now Chinese created a "differential election". While the "candidates" are not generated from nomination of ordinary people, but comes from the nomination of upper level officials and "Organizational Departments". The people do not really have a choice. Secondly, the "candidates" do not go through campaigning procedure. They cannot give speech or express their political opinions, they have to be fully consistent with the Leadership of the Party, and they have to follow the "Three Representation" and "Deng Xiaoping's Theory" Thus, even if they can speak, what can they say? What dare they say? If they say something different, they can't even keep their old position.
The Chinese characteristic election is a self-deceptive game.
