China's rural lands are not privately owned by farmers. Farmers are only hired labors of the Government. Lands of China's cities are not owned by anyone either.
All levels of government in China, from provincial to city, county, township and village all have endless money to collect each year, which is called land-usage fee.
In China, when a residence is purchased, the ownership of the land below it doesn't come with it. The "right of land usage" must be purchased from the local government. Even after that, you still don't have ownership of the land. This would be unique all over the world.
The Chinese government really makes all efforts to exploit the people.
