The 17th National People's Congress has just finished in China. According to statistics, the word "democracy" was mentioned 60 times in the report. Thus many people predicted that the Chinese Communist Party may accelerate the establishment of democracy. And some so-called scholars said that the Chinese Communist Party will "bring social democracy with party-wide democracy", which was represented by differential election employed by 17th People's Congress. Reading these, I have a difficult feeling in my heart. From the history since the CCP came into power and the current reality, we can be pretty sure that the "Party-wide democracy brings social democracy" is a lie. It's just CCP's another trick to fool the public!

First of all, from how Communist Party's representatives were created: There are no party-wide democracy at all. We know there are no democracy because these representatives are not elected by Party members, but actually assigned by the "organization". This happen in all levels of organization of the Party: Selected <"nominees" are guaranteed to be elected because the "organization" persuade party members to vote and pass them. In other words, these so called representative of the Party are not real representative, at lease not representative of average party member. They are arranged by the Party "organization".

The creation of such representative was wrapped with a blanket of "democratic election", while the nature is farce performance that party members had to participate kidnapped by the Party's regulations and requirements. If we examine the identity of these so called representatives, we will find they are either tycoons or bureaucrats. How come these guys fully nourished by power could represent average Party members? Thus these so called Party representatives are not real representatives. They did not come from real election. Now for a Congress whose representatives are fake, or bandits of public opinion, how could such a congress be democratic?

Secondly, the representatives are powerful class themselves. As the contrary of the people, what do these dominants have to do with people? How are these higher class connected to the majority working class? What they decide on the National Congress are their own business, which has nothing to do with democracy. As a group who are not from the people, they are talking about "democracy of the people". Is this the desecration of democracy? From head to toe it's a congress of higher class, typically controlled by officials, where's democracy? Covering a giant officially controlled congress with a democratic coat is only deceptive and theft of ideas. A meeting where the powerful class discuss how to control the people is irrelevant to "democracy" in any way!

Third, from what these powerful representatives discuss about, the congress is actually a negotiation of power distribution led by the Communist Party. Such power distribution where average people have no way to participate does not remind me of any democracy. The content of such meeting have absolutely nothing to do with the people's needs. It only have to do with the competition among groups inside the Party. This is not democracy!

Fourth, from the detailed rules and procedures of the meeting: the topics of discussion have been posted on the web as early as one month ago. The meeting just legalize the prepared proposals with representatives' vote. The whole process of the meeting is just a performance to cheat the people. It's a procedure directed by political tycoons, and performed by the representatives. Such meeting cannot be connected to democracy in any aspect

Therefore, from the creation to the identity of the representatives, from the procedure to the content of the meeting, the 17th National Congress have nothing to do with democracy. How could such a meeting bring the imagination of "Party-wide democracy brings social democracy"? After all, even if the Party's congress had to employ democratic procedures in order to fulfill their power competition, it's still a distribution among the powerful class. It has nothing to do with China's democracy in nature.

Chinese society is now clearly divided into the powerful and average people. Powerful class are created and maintained by exploiting the civilians. All their meetings are related only to the distribution of property and power among themselves, not to democracy in nature. No matter how the powerful group transform, they are always the contrary of the civilian. Any imagination that their meeting can bring democracy is day dreaming. Any attempt to make these meetings democratic will be in vain.

All the experience in human history repeatedly shows that democracy is the people's autonomy, meaning people can enjoy their rights and defend them. The subject of democracy is and always is the people. No groups or personnel can replace the people as subject of democracy. Although in common sense, everybody in a society are one of the people, while in an extremely polarized society without personal rights clearly defined and maintained, especially when a small group in power arbitrarily exploit people without limitation and legal consequence, the confrontation between government and the people is inevitable. The stronger the social roles are, the weaker the specific personnel could politically represents the whole society. Thus in such circumstance, democracy must be defined as autocracy of civilian, not managed by the representatives of the powerful.

With serious polarization in Chinese society, democracy has to be defined as the civilian are able to exercise their rights under complete autonomy, rather than controlled by anyone, any group over the people or on the contrary of the people. No matter how it is wrapped, the meeting of representatives of the powerful will never pursue democracy, or produce any ingredients of democracy! Furthermore, the way the powerful group control the whole country in the Party's name will become the very enemy of democracy. The history proved that the CCP's national congress has nothing to do with people's political requests. But they will go on with the "democracy" wrap and call themselves democratic and representatives of the people. Such political tricks will continue to develop with the strengthening of autocracy. If the Chinese people accept such fake democracy, then China will be completely shut off from democracy!

We must clearly understand that the CPC national congress is not ruling of the people, but the ruling of the powerful class, even if one day it does employ the rules and procedure of the democratic world. The change of rules of procedure only changes how the powerful class divides the benefits, which is not related to democracy. The subject of democracy must be the people, or the representatives directly elected by the people, rather than the powerful class on the contrary of the people. As for such national congress, any wish it may bring democracy to Chinese society is vanity. Any claim that such meeting is democratic must be helping the ruling of powerful class, the spokesperson of the powerful class.
