China's has been changing under "reform and opening-up" for 30 years to today, the society has been deteriorated as conflicts escalate, China is now in the world's modern political transition period. However, the Chinese communist leaders only focus in the economic development level, around a solid one-party dictatorship of the axis do they start improvements. Therefore whenever the "reform" touches political structure or any close related areas, this development will be on the impasse. The ruling party's political leaders still adopted an evasive attitude to the wave of democratization of the world, to avoid the increasingly strong voices of constitutional reform.
The pursuit of constitutional democracy is a dream of the Chinese nation for centuries, but it also has always been the political ideas for the Democratic Party. However, China has not yet reached to the "constitutional" sense of breakthrough. This is where and why today's so-called China's reform is doomed. Not only has it not overcome the old and new crisis created one after another by social contradiction; on contrast, the crisis is further deepened. This is one of the most important reasons that the Chinese Communists wish to promote economic development at the starting point because it is this which helps them strengthen the ruling status. They do not want to accept the modern separation of powers and checks and balances system, which then make possible to provide the ground for benefits for those business groups for mutual marriage and corruption between official and business families and make them not possible to be eradicated from owning the power. Right now, business groups have formed alliances with those officials,and they are grateful for this "reform", because they can plunder big brokerages of public resources and violate the rights of people. Today, China's social conflicts, the Government and the public confrontation, the wealth gap, corruption, social injustice, the polarization has exceeded the warning level that were recognized by the international communities. Various social conflicts continue to occur, the situation is difficult to control; it has long been beyond the scope of the social norm. Public sentiment is restlessness and is full of anger. The raid on police by Jia Yang, Weng An conflict, Province Hui turbulence, Meng Lian unrest, Long Nan protest, and other group events are all recently coming forth. Society is falling into a deep "crisis of governance." This crisis shows that today China is in urgent need of updating social change, in needs of the implementation of the separation of powers constitutional democratic system. So we can build China into a prosperous, equitable, free, democratic and legal society.
December 10 the released "eight of the Charter" is a group of Chinese intellectuals by the drafting the civil declaration. This declaration described the Chinese peoples’ desires in pursuits in freedom, democracy, human rights, rule of law, constitutional and other universal values. And they also proposed totally 19 recommendations in amending the constitution, an independent judiciary, freedom of expression, and protection of human rights. Communist authorities announced after the release of the "eight of the Charter," as titles such as that it makes qualitative and domestic hostile forces that colluded with overseas pro-democracy activities, in attempt to overthrow their current regime. Of anything associated "eight of the Charter," Chinese authorities began to put repression on those signatories, to give threats and harassments. They also carried out summons, arrest, detention and raid and political persecutions, and so on. And they had a comprehensive ban on "eight of the Charter" of the network, and the ban on the dissemination of the news media.
If it is said that students in Fourth of June in 1989 ignited the democracy movement against the autocratic Chinese people for democracy and freedom of the fire; well then, "eight of the Charter" arouse the Chinese people to participate in politics and government for civil rights. At this point, I have signed the "Charter and eight" to show my support in the interest in protecting domestic democratic rights. At the same time, we call on the Chinese from all over the world with the international community to give attention to this event, and to urge the Chinese Communist Government to immediately release Liu Xiaobo, he who is one of the “eight charters" drafters, and stop the harassment on other people who have already signed the "eight of the Charters”. We also hope that the Chinese authorities can listen to the voice of the community and so to face up to public opinion and good advice to start the "Charters" by the proclaimed principle of institutional reform.
