Zhu, Jiayan: What is the Direction of Efforts of China
Come can help the children? They study hard, but can not participate in the College Entrance Exam to realize their values. This is caused by the "system". In Beijing, non-residence's children take 1/3 of the school age population. And in China, non-resident students who are studying out of their home registration zone are tens of millions in number, almost reaching 100 million. Such a huge group just long for their fair rights to receive education, but they can't. If they want a job, a job to feed themselves, they have to separate with their family! How could such an education and home registration system work? The of United Nations expressly provides in Article 9, Title 1, that unless the administration, according to laws and provisions and with the inspection of court, decide that such separation is in the best interest of the child, for example, in case such as neglected or abused by parents or parents live separately and child's home place must be decided. In Article 20, Title 1 states that children temporarily or permanently separated from their family or have to stay in such situation for their best interest should receive special protection and assistance from the government. While, Chinese law and provisions are making effort towards a totally different direction, working hard to "break" many peaceful families, forcing the children to separate from their parents.
