中国民主党认为，资本方和劳工方之间存在着利益的冲突和矛盾，但双方又是相互依存的关系，保障劳工罢工的权利，将使资本方和劳工方在利益分配过程中，达到一种动态的、稳定的平衡，并随时自动调节这种平衡。

China Democracy Party thinks that there are the interest’s conflict and contradiction between the capital’s side and the workers’ side, but they are interdependent. The strike’s right would be guaranteed, the interest’s distributing between the capital’s side and the workers’ side will be keeping the tendency’s balance and the stable balance, and the balance will be adjusted automatically.

独立的劳工工会作为劳工的共同利益组织， 将代表劳工与资本方进行协商和谈判，使劳工尽可能获得最多的权利和利益。如果独立的劳工工会认为有必要，可以随时动员劳工进行罢工。

The independent trade union which is an workers’ organization for the common interest will representative the workers’ side to talk and consult with the capital’s side, to get more interest and right for workers. If the independent trade union thinks that it is necessary to hold strike, they can hold strike at any time.

政府在劳资之间必须持中立立场。当劳工工会组织罢工行动后，政府不能介入罢工的解决，但政府有责任协助工会维持罢工现场的秩序。

The government must be neutral between the capital’s side and the workers’ side. After the independent trade union hold strike, the government can’t interpose to solve the strike, but the government will be responsible for assisting the independent trade union to guard the order of the strike’s place.

不论是资本方，还是劳工工会方，任何一方在罢工过程中采取暴力行动，政府必须对暴力行为予以坚决制止和镇压。但以和平方式举行的罢工行动，政府无权干涉、限制和阻止。

Regardless of the capital’s side and the workers’ side, if any side take the violence while they are holding the strike, the government should stop and suppress the violence’s act ivies. But if the strike was held by the peace way, the government hasn’t right to interpose, restrict and stop.
