To start the political reform of China requires not only courage and determination, but also political wisdom and strategy. China Democracy Party advocates an orderly, non-violent and peaceful process with leadership, to gradually carry out the political reform. 中国执政党应该接受一个政治反对党。该政治反对党能够长期的和执着的为国家利益和民众利益奋斗；该政治反对党必须符合民主社会的行为准则；该政治反对党的政治主张能够为绝大多数的民众所接受和支持；该政治反对党具备国际的先进理念和价值观；该政治反对党必须是一个可靠的、成熟的、理性的、建设性的和有政治智慧的在野党。中国执政党可宣布该政治反对党为谈判对手。经过协商，达成<政治体制改革协议>。并且相互配合，共同启动中国的政治体制改革计划。

按照<政治体制改革协议>，分阶段开放党禁。第一阶段，允许，并只允许该政治反对党在政治体制改革试验特区内合法，配合特区执政党启动政治体制改革计划。第二阶段，允许，并只允许该政治反对党在全国范围内合法，配合中国执政党进行政治体制改革。第三阶段，制定政党法，依法全面开放党禁，实行组党自由。
Party ban shall be gradually repealed according to . The first step, the opponent party is legally allowed only in special district of political reform, in order to facilitate the ruling party to launch the political reform plans. The second step, legally allowed the opponent party nationwide, in coordination of the ruling party to perform political reform. The third step, pass the law of political parties, repeal the party ban provision and fully employ the freedom to form political parties.
