当一个人出生后，经其监护人申请，政府将为他(她)编制一个公民号码。当一名外国人申请在中国居住后，政府将为他(她)编制一个侨民号码。公民号码和侨民号码将伴随公民和侨民的一生。

When a citizen is born, he/she will be assigned a citizen's registration number by the government upon their parents' application. When an alien applies to live in China, he/she will be given an alienós registration number. Citizensó and aliensó number will accompany them for lifetime.

政府将以公民号码和侨民号码为中心，为所有公民和侨民建立一个完整的个人档案。档案包括以下三部分内容：1、记录公民和侨民的政治经历、社会经历、教育经历和工作经历的内容，用于政府管理国家；2、记录公民和侨民的社会福利、社会保障和政府补贴的内容，用于中央政府统一和直接控制和管理社会保障、社会保险和政府救济的全部基金和管理系统；3、记录公民和侨民的报税记录、保险记录、信用情况和犯罪纪录等内容，用于支持市场运作，维护市场秩序，维护市场公平。公民号码和侨民号码制度将替代户口制度，在实现全体公民和侨民能自由流动、自由定居、自由就业和自由发展的同时，有效的管理国家和维护社会安全与稳定。

The government should establish personal profile according to citizens and aliens number. The profile should include the following 3 parts: 1. the citizen or alien's political history, social experience, education level and working experience, for management purpose. 2. Social security, social benefits and governmental aids records, so the Central government could directly manage the funding of social security, social welfare and governmental aids. 3. Tax record, insurance record, credit record and criminal record, in order to support the operation of market and maintain the order and fairness of market. The Citizens and Aliens' numerical registration system should replace the household registration system, ensuring social stability and security while allowing people the freedom to move or relocate for employment or personal opportunities.

如果某个人曾经有过不良纪录或犯罪纪录，这个纪录就将永远伴随着他，无论他到哪里，无论是找工作还是发展，都会四处碰壁。要重新树立自己的形象和信誉，需要很长时间，并且要付出巨大代价。 因此，公民号码和侨民号码制度在维持社会秩序、保障社会安全、防止商业欺诈、维持市场秩序、重建商业道德和重建社会风气等方面，将发挥着巨大的作用。

If a person used to have bad record or criminal record, this record will always accompany him, wherever he go, when looking for a job or other personal development. It takes a very long time and a lot of effort to re-establish his credit. Therefore, the numeric registration system will play a very important role in the maintenance of social security and prevention of commercial fraud, rebuilding business ethics and social relationship.

公民号码和侨民号码管理机构应由中央政府负责。公民号码和侨民号码信息查询系统由独立的社会机构，以市场的方式来管理和运营。该机构同时要负责对所有个人资讯保守秘密，即只有经当事人书面批准，其他政治、社会和经济机构才有权查询相关的个人资讯。

Citizens and aliens' number should be managed by Central Government. Information inquiry on citizens' and aliens' registration number should be done with independent social groups and run with business management styles. The above social group should be responsible to keep all personal information secret. Other political, social and economical groups could access personal information only with the individualós written consent.
