人人都希望中国实现民主制度，人人都相信中国迟早会实现民主制度，但人人都担心中国在政治转型期内出现社会动荡和政治动乱，甚至出现国家分裂和军阀割据的悲惨局面。

Everyone hopes that China achieves democracy. Everyone believes China will achieve democracy one day. While everyone worries about social and political unrest that may take place during political transitions, worry about disintegration of the country and the tragic situation of warlord ruling.

为避免上述局面的发生，中国民主党主张在政治转型期内实行戒严的制度。中国民主党主张通过制定<政治转型期戒严法>，规定在大约五年的政治转型期内，依法禁止任何形式的游行、示威、集会、罢工、罢课和罢市等公民抗议活动。

To avoid such situations, China Democracy Party advocates the implementation of martial law during political transition. China Democracy Party propose , which prohibit any form of processions, demonstrations, rallies, strikes or other civil protest activities during about five years of political transition period.

中国民主党主张在政治转型期内，允许政治反对党合法开展政治活动，允许政治反对党合法参加各级政府和各级议会的选举。

China Democracy Party advocates that during political transition period, opposition parties shall be allowed to conduct legitimate political activities, which includes campaigning for any governmental or parliamentary positions.

政治转型期结束后，即终止执行<政治转型期戒严法>。在政治转型期内实行戒严的制度，将确保中国能够以和平和稳定的方式，实现政治变革。

The shall be ended after the political transition. The will ensure a peaceful and stable way to achieve political change in China.
