遭遇突发灾难时，议会应立即休会，停止政治斗争，全力支持政府救灾。隶属任何党派的议会议员，不得干扰和阻挠政府的救灾行动。救灾结束后，议会应检讨政府的救灾行动是否得当。

In the event of unexpected disaster, the Council should be immediately adjourned, stop political dispute and fully support the government's relief measures. No members of political parties in Parliament shall disrupt and hinder the Government's relief efforts. After the relief, the Council shall review the adequacy of relief efforts.

遭遇突发灾难时，政府应宣布对灾区实行紧急状态，政府应急行动力量必须在第一时间赶到灾难现场，进行救灾，或控制灾区局势，同时，政府应迅速动员政府的和民间的人力、物力和财力进行救灾。救灾结束后，对那些干扰、阻挠和抗拒救灾行动的政府官员和普通公民，要追究其渎职责任和刑事责任。救灾结束后，政府要依据此次救灾行动中的经验和教训，修订和完善其他各项紧急状态预案，以便更有效率的应对下一次救灾行动。

In the event of unexpected disaster, the Government shall declare state of emergency in disastrous areas. The emergency response forces shall arrive at the disastrous site in the first time, in order to relief and control the situation of the disastrous areas. At the same time, the Government shall quickly mobilize official and civil efforts to relief the disastrous area with material and financial resources. After the relief, any government officials or citizens who interfered with, obstructed or resisted the relief operations shall be subject to criminal charge of dereliction or other responsibility. After the relief measure, the Government shall revise and improve the state of emergency plans based on the experiences and lessons, in order to response to the next disaster more efficiently and carry out effective relief operations.

遭遇突发灾难时，所有政党、组织、团体和个人不得在政府所宣布的一级和二级紧急状态区域内，举行集会、游行、示威、罢工和请愿活动，也不得举行任何其他形式的，可能干扰、阻挠和擎制政府救灾行动的任何政治活动和社会活动。灾区内的所有公民，不论其隶属任何政党、组织和团体，必须服从政府救灾指挥机构的调动和指挥，必须抛开政治纷争，全力支持政府救灾。

In the event of unexpected disaster, all political parties, organizations, groups and individuals shall not hold rallies, processions, demonstrations, strikes and petitions, or other political and social activities that may interfere with or obstruct the government's relief efforts within the announced level 1 and level 2 state of emergency regions. Citizens in disastrous areas, regardless of membership of political parties, organizations or groups, must follow the direction of disaster relief. Political disputes shall be set aside and the governmentós relief efforts shall receive full support.
