各级政府和各级议会的直接、普遍和自由的选举，是民主制度最基本、最重要和最核心的环节。只有通过直接选举，大多数民众才可能认同一个政治制度，才可能认同一种政权形式，才可能认同一组政府领导人。只有运用直接选举，人民才可能有力地监督当政者，才可能有力地制约腐败，才可能有力地促进政治公平、政府公正和社会平等。

That the governments and congresses at all level are free, universal and direct to be selected is the basic matter, the important matter and the link at the core. The selected directly is the only way that most common people could recognize a political system, could recognize a political powerós form, and could recognize a group leader of the government. Only the selected directly is used, people could have power to supervise the authorities, could control the rotten, and could promote the political fair, the governmental justice and the social equality.

只有各级政府和各级议会的直接、普遍和自由的选举，才能选出真正无私、公正、负有责任感和使命感的民众代表。而只有由一个个独立、正直、真正为民请命的代表才有可能组成一个强有力的工作机构，才有可能胜任宪法赋予他们的权力和使命，也才能真正保障公民的人权。

Only the governments and the congresses at all level are free, universal and direct to be selected, the representatives, who are real unselfish and fair, who has the sense of duty, and who has sense of mission, could be selected. The only representatives, who are independence and fair-minded, and who are real to present a petition for people, could consist of a strong and powerful organization, could be competent their power and mission which is given by the constitution, could guarantee really the human right of the citizens.
